Cornwall Councils licensing committee has decided that music at Newquays Fistral Beach has to stop at 11. 30pm and not exceed 65 decibels. The reduction in the time music can be played, which was previously 30 minutes later, at midnight, has come after complaints by some residents who live near the beach. John Lenton, whose company, Fistral Leisure Ltd, was the subject of a licence review by Cornwall Councils environmental protection team, said the council conditions were now jeopardising the music element of the Boardmasters Festival, Newquays biggest event of the year. Mr Lenton holds a licence to stage events at the beachs car park, including music and a skate competition over three days in August as part of the Boardmasters Festival, this year from August 7 to 11. The committee carried out a review of the Fistral beach car park and ordered that background music from both indoors and outside sources will cease by 11. 30pm. The committee ordered that amplified music will be kept to levels that are acceptable to surrounding businesses. The levels are 65 decibels at one monitoring point and 50 decibels at another. An additional condition is that the licensee will monitor the noise at two locations highlighted on the acoustic report at least once an hour while regulated entertainment is being undertaken. Mr Lenton said four or five people living on Esplanade Road had complained about music, the surfing and skating commentary, and even RNLI beach safety announcements. An Overview Of The Relevance Theory English Language Essay In Relevance: Communication and cognition, Sperber and Wilson (1986, 1995) present a new approach to the study of human communication. Relevance Theory is based on the view that human cognition is geared towards the maximization of relevance, and that communicated information comes with a guarantee of relevance. This is what Sperber and Wilson name the Principle of Relevance. The theory has sparked a great deal of research since it was presented, either supporting or criticizing the entire theory or some of its main arguments. The following presents an overview of Relevance Theory (henceforth RT) and outlines the main tenets of the theory. The overview outlines definitions of the main concepts and tenets which were originally presented by Sperber and Wilson (1986; 1995) and mainly comprised the originality of the theory, such as mutual manifestness, optimal relevance, and ostensive inferential communication. That is followed by a discussion of RT as a post-Gricean theory and how far it adopts or deviates from the views of Grice (1975). Sperber and Wilson present RT as a post-Gricean theory (Grice 1975). It takes as a starting point the inferential model of communication developed by Grice as opposed to the code model of communication. Sperber and Wilson (1995) argue that communication cannot be achieved by the code model alone, i.e. encoding and decoding messages, nor by the inferential model alone. They maintain that verbal communication exploits both kinds of process, as the outcome of the decoding process serves as the input to the inferential process by which the speaker’s intentions are recognized. According to the code model of communication, human languages are codes and verbal communication is achieved by encoding and decoding messages. The speaker encodes his/her message into a signal which is decoded by the hearer. Grice (1975) developed a different model of communication which is the inferential model. According to that model, the speaker pro vides evidence of his/her intention to convey a specific meaning and the hearer infers that meaning according to the evidence provided. Following the inferential model, communication is successful when the hearer interprets the evidence provided by the speaker as she intended it to mean. In cases where a single utterance provides evidence for different interpretations, this could lead to communication failure if the speaker does not inferentially derive the meaning intended by the hearer. Grice suggested that a speaker would observe what he called the Co-operative Principle and maxims of conversation to make his/her communicative intention clear for the hearer who would choose the interpretation that conforms to these maxims. The maxims are Quality, Quantity, Relevance and Manner. Coded communication, as one of the processes involved in verbal communication is viewed by Sperber and Wilson not as autonomous but subservient to the inferential process. Nevertheless, the inferential pro cess is autonomous as it functions in essentially the same way whether or not combined with coded communication. Sperber and Wilson (1995) argue that the code model is not sufficient to account for human communication because comprehension of utterances involves more than merely decoding linguistic signals. There is a gap between the semantic representation of sentences and the thoughts which are actually communicated by the speaker’s utterances. They claim that this gap is filled by inference. Nevertheless, they argue that the inferential model is not enough on its own to explain human communication. As they reject the code model as insufficient to account for communicational understanding, Sperber and Wilson (1995) propose a modified view of inferential communication in which â€Å"communication is achieved by the communicator providing evidence of her intentions and the audience inferring her intentions from the evidence† (Sperber and Wilson 1995: 24). In particular, considerable attention is given to the propaganda of â€Å"a new Marshall Plan† as the author names it, i.e. the reallocation of national product of developed countries (amounting to 100 billion dollars per year) in favor of environment-oriented programs in third world countries. I can’t help noting that even much more modest financial measures approved by the World Summit in Rio de Janeiro in 1992, have not been implemented up to now as well as the fact that the volume of U.S. aid to developing countries in this area was significantly reduced during Bill Clinton and George Bush’s presidency. Meanwhile, a book by A. My family had no time for news that morning. When my mom dropped me off at school, we were perfectly unaware of the largest news story to break in years. I noticed more noise than usual in the empty school hallways. The muffled TV sets, hushed voices, and lack of children or laughter unnerved me enough to show up at my classroom a full ten minutes early. Immediately, I noticed that the TV was on, which confused me because we had no movie planned. My teacher was watching the same show as another teacher, featuring repeated footage of a plane tearing into a building. She was on the phone, and come to think of it, several other teachers I’d passed were making phone calls too. Everyone must be so excited about this show, I thought. â€Å"Oh my god, this can’t be real.† As my teacher spoke those words, I noticed for the first time this was a news show. My teacher explained what was going on, and questioned whether my parents would even want me in school right now. As more students showed up, she lowered the TV’s volume, but she didn’t turn it off; she didn’t even mute it. That TV stayed on all day, still showing the plane tearing into the building. Two things intrigue me about this memory. I felt unsafe. I felt unsafe in a vague and terrifying way. I didn’t expect an airplane to fly into my school, but I was scared because the people in charge of me were scared. Meanwhile, the people in charge of me were scared because the people in charge of them— or in charge of their world perceptions— were scared too. While the news media were painstakingly familiar with the element of fear, this fear was authentic, and it alarmed everyone. I also remember how strange it felt that the television was on. At school we learned about the world through the filters of textbooks, never straight off the TV. My classmates weren’t the only non-traditional viewers that day; teachers and employees all over kept the newsfeed constant. These elements— genuine fear and a receptive audience— rendered the traditional US approach to news useless and revealed how US media, in comparison with foreign news sources, uses fear to draw in viewers. News media depends upon advertising. Since advertisers want to market their products as widely as possible, news corporations must entice plenty of viewers to stay afloat. Chemistry is very important in our lives even though we may not realize that chemistry is everywhere. This paper serves to examine the ways in which chemistry is relevant in everyday life and in society. It will also examine the difference between accuracy and precision and provide examples of when accuracy and precision are crucial in measurements and why society depends on these measurements to be accurate and precise ( Tam 2012). Chemistry in Society  When we turn on the tap and fill a glass with water and drink it, we are benefitting from the chemical process that removes impurities from water, providing us with clean drinking water. When we use a laundry detergent to remove a stubborn stain from clothing, we are able to do so because of a chemical reaction. The medicines that heal us are a result of a chemical reaction within our bodies. The time-released medicines that we take, delay certain chemical reactions until our bodies need them. There are chemical reactions happening around us every second of every day. Chemistry also plays a role in assuring that we protect and preserve our planet. Green chemistry or sustainable chemistry is the branch of chemistry that focuses on ways to reduce the damage to our environment through waste prevention, proper waste disposal, and identifying renewable energy sources (Ravichandran, 2011). Precision vs. Accuracy Precision is the state of being exact and the ability of a measurement to be reproduced consistently (â€Å"precision†, n. d. ). Accuracy is the freedom from mistakes that arise as a result of being careful (â€Å"accuracy†, n. . ). Precision incorporates the element of time whereas accuracy is the correctness of a single event. You can achieve precision if you do something accurately and consistently over time. In science, the precision of a number lies in the number of reported digits. The greatest amount of precision of measurement is with numbers with the greatest number of digits and the least amount of precision of a measurem ent is with numbers with the fewest number of digits ( Chapter 2, Measurement and Problem Solving, 2009). Society relies on the accuracy and precision of measurements in many areas of our lives. The manufacturing industry relies on the accuracy of measurements when manufacturing components that must be assembled to produce an end product. If the measurements of each component aren’t correct, you will not be able to assembly the product. Manufacturing requires precision because each part must be cut exactly the same as the previous one. Have you ever purchased a product that required assembly and found that one of the pieces was cut incorrectly and thus the product could not be assembled properly? We rely on the precision and accuracy of the manufacturing process to deliver us goods that assembly the way they should. Another area where society relies on the precision and accuracy of measurements is the medical field. When a doctor prescribes a medication to a patient, the accuracy of the measurements of the medicine is crucial. If too much is prescribed, it could be deadly; if too little is prescribed it may not be effective in producing the desired results. Accuracy and/or Precision of Measurements There are several types of tools we use to measure; some are more accurate than others. When a doctor prescribes a medication, he uses ml instead of ounces. While both are forms of liquid measure, the ml is the most precise measure because it has smaller increments than the ounce. If we were talking about the amount of soda in a can, the use of ounces is an accurate enough measure because that does not require the same type of precision as the dispensing of medication. We us a watch or clock for the measurement of time. We measure time in seconds, minutes, hours, days, weeks, months and years. The measurement of time using seconds is the most precise and accurate unit of measure when measuring time. With current technology, a sprinter’s time can be recorded in fractions of a second. With the addition of auto start and auto finish, the clock begins when the starting gun is fired. The clock stops when the sprinter crosses the finish line which is a beam that stretches across the finish line. Determining the winner of a 100m dash requires precise and accurate measurement because in many instances the sprinters are so close that it is difficult to determine the winner of a race. Before auto start and finish, the sprinter’s time was recorded by people using a stopwatch. The stopwatch was started at the sound of the gun firing and was stopped when you saw some body part cross the finish line. This method was subject to human error. There were fractions of a second lost in human reaction time to what they saw and heard. The addition of the auto start and finish has provided the needed increase of precision and accuracy. Times are measured with a precision of . 001 seconds. Conclusion Chemistry is relevant and present in our everyday lives. Now, in the morning when you boil an egg too long and the yolk turns a grayish color, know that is a chemical reaction taking place. When an egg is boiled for too long at high temperatures, ferrous sulfur is produced and that is what causes the grayish color on the yolk (Karukstis, 2003). We can now appreciate why a doctor gives us our medications in ml and not ounces because we know that ml are a more precise measure than ounces. We have and continue to rely on the precise and accurate measurement in so many aspects of our lives even if we don’t realize that we do.
